The reason that at this date the city is dealing with a screaming crisis is that there was an irrational move by the bike advocates/zealots at the early Bloomberg administration to withhold enforcement by the NYPD. In Europe that was done diligently and with different logistics in population density and street width. But New York visionaries know better. From being good for climate change we get the worst congestion in the nation. From congestion we get congestion tax.
