Here is the thoughtful response to Brown's inquiry about how Siffert
would handle the public safety crisis & Priscilla's Law. I responded
by further asking about** vicarious liability.** Would the apps-in addition to

I have a two year old, who I usually bring around in a baby carrier, so I have had a lot of particularly scary encounters with e-bikes and very much understand we have a real problem. I also know how under-reported actual bike collisions are, having many close friends and family members sustain serious injuries and never report them.
Rather than Priscilla's Law as-is -- which, honestly, is extremely unlikely to pass -- I would like to put the obligation on delivery apps and Citibike. The reason being that many undocumented people rely on e-bikes, and they are unlikely to register their bikes, often for good reason. This will result in a situation where (a) they will get pulled over for plate violations and be put in danger and (b) our systems to enforce the law on them will be ineffective, and we may wind up with more lawlessness.
So here's what I propose: the delivery apps are required to do the registration for each bike that is making deliveries for them, and required to give a license plate to the driver of the bike. We can do something similar for Citibike. This will also allow for certain kinds of automated enforcement that don't rely on NYPD being on every corner -- as I'm sure you know, their idea of enforcement is to let anyone going too fast zoom right by and only stop people biking slowly and safely for minor infractions.
I should mention that the current version of Priscilla's Law has no co-sponsors in the Senate and only 4 co-sponsors in the Assembly, so I think putting all our eggs in that one basket for bike safety may wind up an uphill battle. I think requiring the delivery apps and Citibike to do the registration will be a lot more likely to pass. We could do that as an amendment to Priscilla's Law or as a separate bill.
I also want to say, once again, how committed I am to dealing with this issue. It affects me and my toddler personally.

advocate for a responsible bike culture and restoring sanity and

I would like to know your position on Priscilla's Law. You are no
doubt aware of the crisis caused by the lack of a responsible
bike and micro transport culture. The NYPD having been
undermined in the process. The Electric Vehicle Safety Alliance
has supported legislation to require registration and licensing
of all electric powered e-bikes and stand up scooters.
As you may be aware the statistics on accidents caused by
the e-bikes are radically under reported. Transportation
Alternatives has exercised undue influence since Bloomberg
occupied the Mayoral office. They zealously oppose enforcement
by the NYPD. Enforcement being the backbone of a responsible
bike culture. Some elected public officials have said that they
consider Charles Komanoff-the sophist- in- chief of TA- to be delusional.
Yet some still succumb to the arm twisting of the well funded TA.
Additionally the delivery apps have opposed measures that
would restore sanity and safety to the streets and sidewalks.
Again, I am most impressed by your record of activity. I await your
take on Priscilla's Law-soon to come out of the Transportation
Committee for a floor vote in Albany. And how you might pursue
rectifying what has been a reckless disregard of the public safety
by successive administrations.

Delivery App PRICE GOUGING Cong. Dan Goldman
Cong.Dan Goldman of the NYC 10th District is takig on the Delivery App price gouging.
Fees are stealthily attached to an order just prior to delivery. Hence a hamburger
that might have cost $8.00 winds up double that. Pretty steep for cow meat. This
shouldn't come as much of a surprise given the way TA & Apps operate. I have little
sympathy for the narcissists who cannot be bothered to get off their butts and walk
to pick up an order. It is optional to order out or not order out. What does concern
me is the fact that the delivery agents are running their hustle to perpetuate both
the tip and the time limit. This creates a public safety crisis. The zealotry and
greed has fomented a metastasizing crisis that has gone on for more than a quarter
century. Ever since the currently decrepit Rudy Giuliani departed reluctantly after
9-11 and 3 times an oligarch Michael Bloomberg assumed the throne and stifled
enforcement by the NYPD. Shame on them and the ensuing city fathers who perpetuated

Electric Vehicle Safety Alliance-**Public Safety Crisis
In the interest of saving space I am providing a link to an EVSA email detailing various aspects of the plague that Transportation Alternatives has perpetrated on the New York City public. In the words of a Neurology Doc from St. Barnabas it is a "public safety crisis". More than one public official has said to me that they consider Charles Komanoff to be "delusional."(sophist- in - chief of TA) Yet they seem reluctant to take responsible action to remediate the situation.
