Two bike encounter 1 escaped canine July 12 9th St

Personal witness on Saturday July 12. Two bikes were on the sidewalk on 9th Street between Third Ave and Fourth. There appeared to be a collision. One of the riders-facing east had a dog with him. The dog wisely fled. Whether dog was dragging a leash or had been tagging along free lance is uncertain. The dog fled east on the downtown side of 9th The scofflaw owner yelled for someone to collar "my dog." Two wrongs don't make a right.
