NYPD Commissioner Tisch began enforcing the law firmly against rogue riding in April. Charlie Baker with
Transportation Alternatives is quoted as belly aching about this advocacy of public safety. Deferring as usual
to the cars and trucks defection. The issu in NYC is and always has been since 2000 that the cycling and
microtransport community has been allowed to run wild. Due to the undue influence of the same Transportation
Alternatives and the complicity of the mayoral administraations since 2000. Thus the NYPD has been undermined.
The quality of public safety bludgeoned. So too the quyality of life. No amount of infrastructure can create public
safety with a responsible cycling culture. Enforcement is the backbone of same. Transportation Alternatives
leading the charge of zealotry is now hoist on its own petard. Unfortunately it has taken the public along
for the unseemly ride. Causing needless deaths. Accidents. Unnumbered close calls. Its been irrational since
TA mounted the podium We've all paid the price. Expert John Pucher told TA NOT TO DO IT-thwarting enforcment.
TA knew better. The city paid the price. Thank you Commissioner Tisch.

Personal encounter Jack Brown
On Saturday walking back from the West Village I was crossing
Seventh Ave-Headed Eastt. The light was with me. Approaching the east side
at the bike lane there was a female cyclist-Citibike-stopped for the
redlight. She engrossed in her cell phone. Left foot on the curb.
Suddenly a male Citibike rider came at a potentially damageing clip.
He was looking to his left with no apparent intention of stopping for the light.
I saw him. He was close enough to have collided if I hadn't yelled "Hey!"
He appeared impervious to his dangerous behavior. Merely glanced at me as if
I was a fleeting curiosity and wheeled indifferently through the red light.
Take nothing for granted as a pedestrian in The Big Apple. The life you save
may be your own.

What was a discreet overnight spot-not far from a mosque-for 4 or 5
delivery bikes has expanded to about 50. An overnight guard included.
The East Village is a ripe location for delivery work. Years of making
it attractive for bridge & tunnel weekenders and a 24 hour frolic for residents
has created a quality of life dilemma.Delivery agents and alcohol dispensaries.

Two bike encounter 1 escaped canine July 12 9th St
Personal witness on Saturday July 12. Two bikes were on the sidewalk on
9th Street between Third Ave and Fourth. There appeared to be a collision.
One of the riders-facing east had a dog with him. The dog wisely fled. Whether
dog was dragging a leash or had been tagging along free lance is uncertain.
The dog fled east on the downtown side of 9th The scofflaw owner
yelled for someone to collar "my dog." Two wrongs don't make a right.
NY DN July 13 25 Teen E-bike mugging suspect nailed by unlicensed mob associate driver
An unnamed 15 year old mugging suspect fleeing police pursuit in Queens was
fatally struck on an e-bike by a suspected Bonnano mob associate
in his car. Police are now allowed to pursue fleeing bikers in cars if
the crime is violent or felony. There had been a high percentage of
accidents involving police vehicles in pursuit.Builds up the lawsuit
settlements against the city you understand.Perhaps the mob can be contracted

jeopardy. Transportation Alternatives has applied undue influence to the Bloomberg administrations to withhold enforcement by the NYPD against the escalating
rogue riding.. You were not responsive. Guilty perhaps but not proactive.
Your welter of bills and passionate advocacy of various topical issues is all well and good.
But pols like yourself and Sen. Liz Krueger who wasted a year of my and her staff's time
are in part responsible for the decades of risk, danger and injury experienced by the public.

Delivery Apps & E-Bike Safety
Included as part of the City's $116-billion budget is the creation of the Department of Sustainable Delivery. The department, which will be housed under the city Department of Transportation, will be tasked with enforcement of laws against illegal e-bike and e-scooter riding, parking violations and enforcement of New York City’s laws regulating delivery apps. However, while that sounds like progress, there's a catch: the 45-member department will not be operational for another two and a half years.
People are clamoring for relief now. We need streets and sidewalks that are safe for everyone. However, a missing piece from ongoing conversations about this matter is the role of delivery app platforms play. When drivers are rewarded for making fast deliveries and effectively punished for moving too slowly, it incentivizes dangerous behavior.
I am proud to sponsor statewide legislation that would prohibit delivery app platforms from incentivizing dangerous behavior. Dangling bonuses or financial rewards to those who make the most or fastest deliveries contributes to the disorder we see on our streets. It also protects delivery workers from being locked out of their delivery apps for slow performance.
Further, I am sponsoring legislation to require delivery app companies to provide drivers with liability insurance, ensuring that anyone injured has a form of recourse.

AM/PM NY "Armless Peace Officers(45) to police rogue riders
The current administration has responded to the 25 years long
increasing crisis by establishing a division of the Dept of Tranportation
to enforce the law against micro transport e-bikes. 45 officers to be
trained and released. The department to be active-TENTATIVELY-in 2028.
I guess the peace officers must be receiving highly specialized training.
Self suturing? How to avoid expectoration and errant missiles? How to
translate colorful language? Breathwork to slow one's pulse?
The law needs to be enforced against the Citibike marauders. They are
equally scoflaw and less skilled. Well citizens. Step lively and
keep your wits about you. The Conservatives are commerce first. The
Progressives are super environmentalists and against oppression.

We were introduced by Jan Lee of the ccrc when you were running
your first race for elected office. The ccrc is one of the founding orgs
of the Coalition Against Rogue Riding. I- formerly part of the
Hi-Ho-Cyclery am the spokesman.
You were quite dismissive. Barely acknowledging my presence.
Now Transportation Alternatives has promoted its irrational
program with no enforcement at its core. You have seen the light.

Greetings. My name is Jack Brown. Former bike shop owner,

Priscilla's Law is a pragmatic effort to address the rampant and reckless
behavior of the e bike riders-and other micro transport on the streets
and sidewalks of New York City. Commissioner Tisch has begun
issuing C-criminal violations for the lawless and dangerous behavior
for the lack of other effective laws to regulate the two wheeled traffic.
Bringing Priscilla's Law to the floor this session would be a rational and
sound and most appreciated gesture. The long suffering public deserves
to enjoy the city as the great walking city it once was. The parks should
be places of quality recreation and relaxation. The sidewalks should
be places of reliable transport.
Please as John Lennon once wrote "Give Peace a Chance." Aid and
abet Commissioner Tisch. The NYPD has been seriously undermined
for 25 years. Please give city citizens a chance.

EV Grieve** Mosque on First Ave and 11th St. Delivery Bike Bedlam
For years the mosque has been a source of controversy.First cabbies
taking car space to attend prayer. Now the delivery brigade is commandeering
the streets and sidewalks. The mosque is closed for repairs. Still dozens of

Mayor Adams 15mph speed limit on e-bikes
The Mayor imposes 15 mph speed limit on e bikes. No good unless they are identified by
license to be recorded by traffic cam.Trying to emulate European standards. The city
council is stalling the passing of legislation into law. Adams also wants to
institute a dept. akin to Taxi & Limosine Commission.****The critical flaw in copying

Eye witness head on collision E-bike & Citibike
8:15 AM Intersection of First Ave and 6th St. Resident of 6th Street on her way to work.
An E-bike delivery agent was riding at a good speed THE WRONG WAY on First in the bike
lane. A Citibike rider was heading uptown. The E rider crashed head on into the Citibike.
The Citirider was thrown from the bike. Lay on the pavement. Glasses broken. Possible head injury.
He-Hispanic man on way to work wore NO Helmet. Cops called. Came. EMS called Arrived.
The E-biker was Black. Likely immigrant. His bike was held by the eyewitness. Did not try
to flee. A number of people stayed to offer comfort and prevent the lawbreaker from fleeing.
Why did the head on occur? Clearly the Delivery agent was going the wrong way. Was he
looking at his phone? Why did he not see the approaching Citibike? The Citibiker had
an ear bud. Was he in some way distracted and unable to warn or avoid the collision?
This is an 80-20 case of irresponsible cycling. Clearly the perp was the E-bike delivery
agent. The victim wore no helmet. Unwise.Ear bud could signal distraction. Unwise.
He paid the price. What will the cops do? Will the victim be able to realize any
justice or retributin?
The system has been warped by the zealotry of the bike advocates. Lack of a responsible
bike culture. NYPD been undermined by having had their opportunity for enforcement
seriously compromised.The political establishment having been arm twisted has failed to
protect the riders, pedestrians and motorists alike. Another day another accident in
the big city.

Dear NYS Senate and Assembly Members:
I am a veteran of the bike industry. Part of the Hi-Ho-Cyclery 165 Ave A
from 1982-1986. Currently the Spokesman for the CBO Coalition Against Rogue Riding.

I have been advocating for a responsible bike/micro transport culture since at least 2008.
There has been a strenuous effort on the part of Transportation Alternatives to thwart
enforcement of the rules of the road since 2000 when Mayor Bloomberg assumed
the office. Albeit it is irrational and an anathema to public safety and quality of life
it has been unfortunately successfull
THERE IS NO SAFETY WITHOUT A RESPONSIBLE BIKE/MICROTRANSPORT CULTURE.
No bike lanes. No infrastructure can succeed without enforcement as the backbone.
The bike programs have been imported from Europe in a bastardized version. Prof.
Pucher-Rutgers and UNC-an internationally recognized authority on transportation
and a cycling advocate told Trans Alt NOT to fight enforcement. They did so anyway.
Further there was never an environmental impact study done.
The approach has been one of zealotry. Reckless. Irresponsible. Irrational.
The visionaries behind Vision Zero created congestion in the name of health and
quality of life.Then like knights in shining armor they pushed congestion pricing.
The whole irrational endeavor has metastasized out of control. Lithium battery fires.
Untold number of close calls. Accidents and needless deaths.
I urge all members of the NYS Senate and Assembly to pass Priscilla's Law as part
of the budget.********** The motorized bikes go far faster than the speed limits.
There has been a culture of arrogance and lawlessness that has ballooned over the
last 25 years.All members of the public exist while on the streets and sidewalks in
an ongoing state of danger. Jeopardy is a way of life.
Plee-bikes are a pressure point. Passage of Priscuilla's Law will encourage enforcement.Please make a responsible move and include Priscilla's Law in the upcoming budget.

Congestion Pricing Forum Wagner Center Feb 25
This event seems to be another Trans Alt manipulated schuck. Early last year I
initiated a process to hold an event on PUBLIC SAFETY One professor had been
hit by a car while cycling across the Brooklyn Bridge. She was most eager
to organize such an event. The impediment was clearly Sarah Kauffman now
head of Rudin Center.She excused the lack of such an event by saying the
move to 17th prevented such a meeting. This despite the fact that similar events were
held at other NYU facilities. Now the 17th site is being used to promote
congestion pricing. It will clearly be a selective audience and a panel
of TA true believers. Rudin has failed to be responsible. The TA approach
has been akin to a Trump approach to politics and personal liberty. Now
Trump may quash congestion pricing and rip out bike lanes. Zealotry

Cops Protecting Children from Rogue Riding-Asser Levy School
This morning-Jan 2 2025-Thursday there were 2 groups of NYPD stopping
cyclists on First Avenue between 11th and 12th Streets fronting Asser Levy
Grade school. When Officer Kwok was questioned what was being done he said
that the school had complained that the bikes heading north and against traffice south
were endangering the school children-and the adults as well.
If the death and danger of seniors is not enough to motivate the city
to constructive enforcement perhaps the mauling of youngsters is enough
to jog the conscience of the zealots and derelict electeds.
Priscilla's Law-City Council
Prior to the holidays a Hearing was held at the City Council to gage
public opinion on Priscilla's Law. That to license and regulate
e-bikes and other motorized-non auto vehicles. By a ratio of about 4
to 1 the testimony was in favor of passing Priscilla's Law. The Chair
of the Transportation Committee was so innured to the danger posed
by the lawless e-bikes that he left the Hearing way early.
Shame on Senior Ydanis Rodrieguez.
Reports are that many more people were prepared to testify but the
extended wait time did not allow them to dawdle.
Also apparently Adrienne Adams who chairs the CC is not in favor
or this opportunity to bring a modicum of safety and sanity to the streets and
sidewalks. Who do we have representing the people?
